The September’ 09 intermediate results of the Russian national Best Investment Project competition have been announced. New Technologies ltd. from Samara has won the first place for its two investment projects – “Extension of Russia’s Fuel Balance” and “Synthetic Crude Oil Production”. The second place was given to the investment project “Construction of Oil Refineries in the Altai Territory” (Geodesic Engineering Center ltd. from Barnaul, the Altai territory). The investment project “The First Industrial Innovative Cluster in Russia” (Institute of Economics and Legislation, Moscow) has taken the third place in the competition. Congratulations to the awardees!
Saint-Petersburg Jewelry company Anna Nova and the Panorama-museum “the Borodinskaya Battle” gladly invite you to visit the exhibition “Chess. 1812”. To honour the 200th anniversary of Russia’s victory in the Patriotic War of 1812, the jewelers of Anna Nova have sculpted 32 figures of precious metals and gems, depicting real participants of those events: Alexander I, Napoleon, Kutuzov, Davout, Bagration, Murat, etc. Opening ceremony took place November, 19 2009 in the Panorama-museum “the Borodinskaya Battle”. An international conference on regional cooperation "Forum of regions", which was organized by the Government of the Perm Region with the help of the Ministry of Foreign Affairs of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, State Duma of the Russian Federation and the Committee of the regions of the European Union took place in Perm city on the 20th of October. At the invintation of the Government of the Perm Region in Forum took part the representatives of the Section: Deputy Chairman of the Board of the Section S.A. Bashkov, the President of AALEP and an authorized representative in Benelux countries Mr. Christian D. de Fouloy and the official representative in Perm Region N.G.Miskin. Mr. Bashkov made a presentation on a topic "The realization of investment projects as part of public-private partnership by the example of the pilot project "Mis Nadezhdy", Mr. Christian D. de Fouloy made a presentation "Examples of best practices of cooperation in trade, investments, scientific, technical and cultural areas" on the final plenary meeting of the Forum. The Forum was highly appreciated by guests and participants of the Forum. The Section has reached provisional arrangements for cooperation with the representative of the Committee of the regions of the European Union - Deputy Chairman of the Commission on External Affairs and Interregional Cooperation of the Committee of the Regions of the European Union Mr. Uno Silberg
First award winner of the All-Russian Competition "Best investment project" in category "Recognition" is named. The Diploma of the Section gets the journalist of the press agency "Komiinform" Olga Repina for informational support to the Competition.
On the 14th of November the meeting of the Board of the Section took place, on which the question about creation of the Department "Medicine and healthcare" was considered. The decision to create the Department was made. Mr. Alexander Uryevich Kunshin was appointed as the Director of the Department. A number of organizational issues of Departments' activity were treated and the working plan by the end of 2009 was confirmed.
The Chairman of the Board of the Section O.A. Kovalev took part in the work of the XI international investment conference “the Lipetsk Region: development through investments” and made a report on the topic “Possibilities for private investments attraction for social projects”.
The Deputy Chairman of the Board S.A. Bashkov took part in the work of an extended meeting of the Committee of the Chamber of Commerce and Industry of the Russian Federation on investment policy on the topic “Organization of work of chambers of commerce and industry on investment attraction into regional economy and the economy of municipal entities”.
The next stage of the All-Russia Competition «Best investment project» has come to the end. Results of July and August under the decision of the Competitive Commission were brought on the general result. 1 place the investment project «has occupied the Hothouse complex and nursery of ornamental plants», with. The claim of the Tyumen region (the initiator of the project – КФХ Fertility). 2 place inhabitants of the Russian village – the investment project «complex Creation on cultivation of fishes of sturgeon breeds» (also have occupied the initiator of the project – Independent establishment of Municipal union «Ikrjaninsky area» «the assistance Center to economic development» from with. Икряное the Astrakhan region). 3 place is awarded to the investment project «the Organization лесоперерабатывающего the enterprises», Tchaikovsky, the Perm edge (the initiator of the project of Open Company "Mega-wood". The competitive commission of the All-Russia Competition «Best investment project» has considered the projects presented on Competition in July, 2009 and has made the decision on a non-admission to participation in Competition of some projects in connection with their weak study. In the circumstances the admitted projects have not made a pool which would provide necessary level of a competition. The decision on combination of leading of intermediate results of Competition for July and August, 2009 has been passed.

At Mr.Mishkin instigation from Perm (the winner of the Russian national Best Investment Project competition in April 2009), the board of the Section treated a question of organization of Section's working party in the Perm Region. At the meeting the board of the Section approved the initiative. Mr. Mishkin has been appointed to the position of the head of the Section's working party in Perm Region.
The June’ 09 intermediate results of the Russian national Best Investment Project competition have been announced. This time the Competition Committee has decided that none of the projects deserve the 1st place since none of them are worthy of the highest mark. The second place has been given to the investment project "A draft of a plant designed for commercial production of a granulated nano-absorbent based on the usage of natural and modified nanostructure constructs, thermal expanded carbon and nano-germicide, designed for water environment bacterial contamination express-monitoring stations", the project author R&D company LISSKON Ltd. from Saratov. The third place has been won by the investment project of a glass-container plant “Anji - steklo”. The author of the project is JSC “Magistral” from Moscow. This project is planned to be implemented in the North Caucasian Region of the Russian Federation.
The first place has been given to the investment project "Construction of a pharmaceutical production facility designed to synthesize medical drugs" ("MEDIA-FARM"Ltd, Volgograd) The second place has been won by the investment project "Construction of a building material plant" presented by NPP "Strojeffect"Ltd from Dzerzhinsky, Nizhny Novgorod region. The third place has been taken by the project "Construction of a poultry production unit" from Kizilurt, the Republic of Daghestan, by "Rodina" Ltd.
In accordance with the reached agreements between the Section and AALEP on their joint efforts to strengthen the positive image of the Russian Federation in the EU countries and to promote the idea of closer cooperation between the regions of Russia and the regions of the EU countries in various fields of activity, the President of AALEP Christian D. de Fouloy has started his blog called “the EU needs Russia” that will represent the politician's views on several aspects of EU-Russian mutual relations, free from the influence of the European 'official propaganda'. On the 4th of June the president of AALEP Mr. Christian D. de Fouloy had a meeting in the Federation Council with Mr. Korobeinikov, the Member of the Federal Council, and Mr. Bashkov, the Deputy Chairman of the Board of the Section. Some issues of cooperation between the regions of Europe and Russia were discussed, along with the health care and education problems. Besides that, proposals were drafted on the organization of a meeting between members of Russian and EU parliament in Brussels this September, later this year.
The first results of the Russian national Best Investment Project competition have become known. The April winner is the construction investment project “Mis Nadezhdi”, which involves a complex development of the area which includes urban, regional and federal lands. The project author is “Cultura I Tvorchestvo” Ltd. (Director – Mishkin N.G.) The second place in the contest was taken by the project "The construction of the fourth generating unit on the South-Sakhalin TPP and its conversion to natural gas fuel” initiated by the administration of the Sakhalin Region. The third place was taken by the project from the Altai Territory “Social-economical development of the area”. The project author is V.V.Bespalov.
